<h2>6 Things Everyone Should Do When Moving Into a New House</h2>

<p class="summary">Moving into your first home is exciting! But it also means you’ve got work to do.</p>
<p>When I bought my first house in May, my timing couldn’t have been better: The house closing was two weeks before the lease was up on my apartment. That meant I could take my time packing and moving, and I could get to know the new place before moving in.</p>
<p>I recruited family and friends to help me move (in exchange for a beer-and-pizza picnic on the floor) and, as a bonus, I got to pick their brains about <a class="internal" href="/blog/preventative-home-maintenance/home-maintenance-101-things-every-home-owner-should-know/">what first-time home owners should know</a>.</p>
<p>Their help was one of the best housewarming presents I could have gotten. And thanks to their expertise and a little Googling, here’s what I learned about what to do before moving in.</p>

Change the locks.</strong> You really don’t know who else has keys to your home, so change the locks. That ensures you’re the only person who has access. Install new deadbolts yourself for as little as $10 per lock, or call a locksmith — if you supply the new locks, they typically charge about $20-$30 per lock for labor.</p>

Check for <a class="internal" href="/home-advice/plumbing/plumbing-leaks-8-smart-tips-stop-them/">plumbing leaks</a>.</strong> Your home inspector should do this for you before closing, but it never hurts to double-check. I didn’t have any leaks to fix, but when checking my kitchen sink, I did discover the sink sprayer was broken. I replaced it for under $20.</p>
<p>Keep an eye out for dripping faucets and running toilets, and check your <a class="internal" href="/home-advice/water-heaters/water-heater-maintenance/">water heater</a> for signs of a <a class="internal" href="/blog/plumbing/fix-a-leak-week-2012/">leak</a>.</p>
<p>Here’s a neat trick: Check your water meter at the beginning and end of a 2-hour window in which no water is being used in your house. If the reading is different, you have a leak.</p>

<p><strong><a href="http://bloomingtonnormalrealestateagent.com/wp-content/uploads/2012/10/Steam-Cleaning-Carpets.jpg"><img class="alignleft size-medium wp-image-365" title="Steam-Cleaning-Carpets when you buy a home" src="http://bloomingtonnormalrealestateagent.com/wp-content/uploads/2012/10/Steam-Cleaning-Carpets-300x200.jpg" alt="Steam-Cleaning-Carpets when you buy a home" width="300" height="200" /></a>3. Steam clean <a class="internal" href="/home-advice/home-improvement/carpet-or-hardwood/">carpets</a>.</strong> Do this before you move your furniture in, and your new home life will be off to a fresh, clean start. You can pay a professional carpet cleaning service — you’ll pay about $50 per room; most services require a minimum of about $100 before they’ll come out — or you can rent a steam cleaner for about $30 per day and do the work yourself. I was able to save some money by borrowing a steam cleaner from a friend.</p>
<p>&nbsp;</p>
<p><strong>4. Wipe out your cabinets.</strong> Another no-brainer before you move in your dishes and bathroom supplies. Make sure to wipe inside and out, preferably with a <a class="internal" href="/green-living/green-cleaning/">non-toxic cleaner</a>, and replace contact paper if necessary.</p>
<p>When I cleaned my kitchen <a class="internal" href="/home-topics/cabinets/">cabinets</a>, I found an unpleasant surprise: Mouse poop. Which leads me to my next tip …</p>
<p><strong>5. Give critters the heave-ho.</strong> That includes mice, <a class="internal" href="/home-advice/pest-control/Need-to-Get-Rid-of-Rats-Its-a-Community-Effort/">rats</a>, <a class="internal" href="/home-advice/pest-control/attic-pest-removal/">bats</a>, <a class="internal" href="/home-advice/pest-control/detect-termites-other-wood-destroying-insects/">termites</a>, <a class="internal" href="/home-advice/pest-control/roach-home-removal-tips/">roaches</a>, and any other uninvited guests. There are any number of DIY ways to get rid of pests, but if you need to bring out the big guns, an initial visit from a pest removal service will run you $100-$300, followed by monthly or quarterly visits at about $50 each time.</p>
<p>For my mousy enemies, I strategically placed poison packets around the kitchen, and I haven’t found any carcasses or any more poop, so the droppings I found must have been old. I might owe a debt of gratitude to the <a class="internal" href="/blog/pest-control/how-help-snake-slither-out-your-house/">snake</a> that lives under my back deck, but I prefer not to think about him.</p>
<p>&nbsp;</p>
<p><strong>6. Introduce yourself to your circuit breaker box and main water valve.</strong> My first experience with <a class="internal" href="/home-advice/electrical/when-time-for-electrical-wiring-upgrade/">electrical wiring</a> was replacing a broken light fixture in a bathroom. After locating the breaker box, which is in my garage, I turned off the power to that bathroom so I wouldn’t electrocute myself.</p>
<p>It’s a good idea to figure out which fuses control what parts of your house and label them accordingly. This will take two people: One to stand in the room where the power is supposed to go off, the other to trip the fuses and yell, “Did that work? How about now?”</p>
<p>&nbsp;</p>
<p>You’ll want to know how to turn off your main water valve if you have a plumbing emergency, if a <a class="internal" href="/protect-your-home/hurricanes/">hurricane</a> or <a class="internal" href="/protect-your-home/tornadoes-severe-storms/">tornado</a> is headed your way, or if you’re going out of town. Just locate the valve — it could be inside or outside your house — and turn the knob until it’s off. Test it by turning on any faucet in the house; no water should come out.</p>

<h2>Halloween Home Maintenance: Spooky Sounds and Strange Smells</h2>

<p>Are you haunted by strange noises and weird odors? With the proper maintenance, you’ve got more than a ghost of a chance to rest easy.</p>
<p><strong>Zombie odor</strong></p>
<p>It’s either time to throw out the garbage, or you’d better call your gas utility to check on your gas lines and connections.</p>
<p>Natural gas is odorless, but natural gas suppliers add a foul-smelling odorant &#8212; butyl mercaptan — to alert occupants to any leaks. The smell is like rotten eggs.</p>
<p>Leaks can occur at your gas-fired water heater, fireplace, clothes dryer, and any gas line. Leaking natural gas is potentially dangerous — leave the house and call your natural gas provider to assess the situation. Most utility companies perform safety checks for free.</p>
<p><strong>Footsteps in the attic</strong></p>
<p>Amplified by an unfinished attic space, a raccoon or even a good-size squirrel on your roof might sound like an ax murderer is doing the polka overhead.</p>
<p>These rooftop transits are normal for critters — roofs offer a nice long unobstructed highway.</p>
<p>Make sure your soffit, rafter, and gable roof vents are covered with screens and in good shape, or your rooftop buddies might find their way into your attic for real. Trim back branches that provide critters easy access to your roof.</p>
<p><strong>Something’s burning</strong></p>
<p>You can smell the odor of burnt wood, but the smoke detectors aren’t going off and there’s no smoke in the house. The culprit could be your fireplace — even if you haven’t had a fire for days.</p>
<p>The probable cause is a drafty chimney and negative air pressure in your home, meaning that outside air is infiltrating down your chimney, bringing stale burnt smells with it.</p>
<p>Stop drafts by making sure your damper has a good seal. Regulate air pressure by adding more cold air return ducts to your HVAC system. You’ll get rid of the odor and save on your energy bill, too.</p>
<p><strong>Moaning and clattering</strong></p>
<p>These classic spooky sounds often show up when the wind blows and there’s a storm brewing.</p>
<p>Vents for clothes dryers, bathrooms, and water heaters exit out the roof or the side of the house. To prevent backdrafts, these vents have dampers — flaps designed to let vented air out and prevent outside air from coming in. These flaps sometimes move and rattle in high winds.</p>
<p>Because dampers often are located in attics or in between floor joists, the sound can be difficult to pinpoint. You may need a new damper ($85).</li>

<p>Some retirees want to make their dream retirement move to be near kids or warmer weather, others just want to stay put.</p>

<p id="" style="padding-left: 30px;">CHICAGO (MarketWatch)—Many older baby boomers have been putting off moving for years now, due to weak housing markets, price declines and losses in their retirement accounts.</p>
<p id="" style="padding-left: 30px;">But as markets are beginning to recover, some may be unearthing their buried plans to downsize, move closer to their children or relocate to a warmer climate. Whether they ultimately make a move has a lot to do with their finances and where they live.</p>
<p id="" style="padding-left: 30px;">“I think people are sick of waiting,” said Jennifer Darby Metzger with ERA Justin Realty, in New Jersey. Even if conditions aren’t perfect yet, there will be some boomers who don’t want to wait forever and take the encouraging market signs as a cue to get moving.</p>
<p id="" style="padding-left: 30px;">“The recession is letting up and the housing inventory is going down,” said Rolf Pendall, director of the Metropolitan Housing &amp; Communities Policy Center at The Urban Institute. Boomers are “selling into a market that doesn’t look so terrible compared with a year ago.”</p>
<p id="" style="padding-left: 30px;">But there are at least a couple of potential roadblocks to push boomers’ daydreams of moving even farther into the future.</p>
<h3 style="padding-left: 30px;">Financial and confidence crisis</h3>
<p id="" style="padding-left: 30px;">The financial crisis not only was a financial setback for some baby boomers, it also did a number on their confidence.</p>
<p id="" style="padding-left: 30px;">“Clearly, I think there are some baby boomers who are in the upper age range…who somehow have come through the financial crisis unscathed,” said Kelly Sweeney, chief executive of Coldwell Banker Weir Manuel in Detroit. “People in those cases are taking advantage of the market and are right-sizing, making a move from the family home to a condo” or smaller single-family home, he said.</p>
<p id="" style="padding-left: 30px;">Fewer people in the area, however, are living the lifestyle that the affluent there have been following for decades: Selling the house in Detroit for one home in a Northern Michigan community such as Traverse City or Charlevoix and another home in Florida for the winter, he said.</p>
<p id="" style="padding-left: 30px;">“Lots of baby boomers are not in the position they thought they would be in 10 years ago,” he said. For some, 401(k) savings have eroded, while others have lost jobs and have been unable to find employment to replace their incomes at the same level. They might be upside down on their mortgages, or have lost so much equity they’re afraid to buy again.</p>
<p id="" style="padding-left: 30px;">“Their confidence is lost. Their accounts had been so much more robust,” Metzger said. Some of those concerned their savings won’t last them as long as they live are moving into larger homes with their kids, she added. “They’re realizing: I don’t know if I can carry a house by myself.”</p>
<h3 style="padding-left: 30px;">Future of local housing markets</h3>
<p id="" style="padding-left: 30px;">Even if baby boomers do have the confidence to sell their home and buy another, the health of the market they’re in will partially determine whether they can pull it off. And the share of young people in the area, as well as strength of the local economy, will set the stage both now and in the years ahead, Pendall said.</p>
<p id="" style="padding-left: 30px;">Generally, where manufacturing has traditionally been a big part of the economy, including parts of Michigan and Ohio, more young people have been leaving the areas than moving in, he said. Fewer young people forming households in those places means reduced demand for housing. And boomers need someone to buy their homes for them to move.</p>
<p id="" style="padding-left: 30px;">Elsewhere in the country, in areas where the economy is more diverse, the demographic shifts may begin to help those in the market to sell.</p>
<p id="" style="padding-left: 30px;">For example, “the California, Arizona, Nevada and Florida housing markets are coming back because they have so many young people in those states,” Pendall said. “Investors are buying there because they know that [people] will need houses.”</p>
<h3 style="padding-left: 30px;">No desire to move</h3>
<p id="" style="padding-left: 30px;">Of course, while some boomers have designs on downsizing or moving to a warmer climate, many stay in the homes they’re in—by choice.</p>
<p id="" style="padding-left: 30px;">“Most people want to stay in their current home, and that’s what they do,” said Nancy Thompson, spokesperson for AARP. “That has been the pattern for decades, and it looks like for the most part, boomers will do the same thing.”</p>
<p id="" style="padding-left: 30px;">Before committing to staying in any home for your golden years, it’s a good idea to ask yourself a few questions first to determine whether it’s the best choice, Thompson said.</p>
<p id="" style="padding-left: 30px;">“Is your house going to work for you, or is your house going to disable you if you have some kind of chronic condition, and are you going to be able to get where you need to go if you don’t drive?” she said. “People outlive their driving years. We know that when you hang up your keys you are at risk of isolation.”</p>
<p id="" style="padding-left: 30px;">Those thinking about downsizing may consider transit-oriented developments, where public transportation is in proximity to homes, she said. If you’re staying put, know how you’re going to get around to the grocery store or doctor, whether it involves public transportation or assistance from family and friends.</p>
<p id="" style="padding-left: 30px;">Take on in advance any renovations that need to be made so that the home is comfortable for you as you age, including the addition of nonslip floors, lever handles, adequate lighting and an accessible bathroom on the main floor, should you need it, she said.</p>

<h1>Did you miss out on lowest mortgage rates?</h1>
<h2>Rates rose over the past few weeks, but the trend might not stay</h2>

<p id="">CHICAGO (MarketWatch)—Mortgage rates have edged up for the past few weeks, but rate watchers aren’t so sure the trend is here to stay.</p>
<p id="">“The U.S. economy is not out of the woods, the European debt crisis has not been solved, we’ve got this looming fiscal cliff … there is no shortage of headwinds to the economy and there’s the possibility of more Fed stimulus,” said Greg McBride, senior financial analyst for Bankrate.com, an aggregator of financial rate information. “All it would take is one hiccup and we could see rates moving back down.”</p>
<p id="">Rates on the 30-year fixed-rate mortgage averaged 3.62% for the week ending Aug. 16, according to Freddie Mac’s weekly survey of conforming mortgage rates. Rates fell as low as an average 3.49% for the week ending July 26, Freddie Mac reported.</p>
<p id="">But it’s important to keep the numbers in perspective: Rates are now back at levels seen around the Fourth of July, and people were more than happy to lock in similar rates then, McBride said.</p>
<p id="">Better-looking economic data is behind the latest rise in interest rates, with the improved numbers removing some of the urgency for the Federal Reserve to unveil more stimulus at its next meeting, McBride said. The expectation of more stimulus is partly what pushed rates down last month. Uncertainty about the Fed’s next move is now pushing rates higher.</p>
<p id="">A stimulus could come in a variety of forms, including the federal purchase of more mortgage-backed securities, to keep rates low, he said.</p>
<p id="">“We don’t know if the summer data is a blip or the start of a trend,” said Dan Green, a Cincinnati-based loan officer for Waterstone Mortgage Corp. Upcoming data releases in the next couple of weeks will help clarify the strength of the economy, he added.</p>
<p id="">Mortgage markets are also still being affected by issues in the euro zone, Green said. And any “hint that the [European Central Bank] doesn’t have its act together will put pressure on mortgage rates to fall,” he added.</p>
<p id="">When investors have renewed concerns about Europe, they tend to look for safe havens to park money. That usually means investing in the U.S. bond market, which tends to drive mortgage rates downward.</p>
<p id="">“Long term, I don’t know if rates will rise or fall,” Green said. However, “there are a lot of events that can prevent rates from getting past 4%.”</p>
<p id="">Even if mortgage rates have already hit their lows in the short run, people considering a refinance should remember that rates are still incredibly low by historical standards, said Bob Walters, chief economist for Quicken Loans, an online home lender. And given that home prices have risen in some places over the past year, some borrowers may discover that they again have enough equity in their home to make a refinance worthwhile.</p>
<p id="">His advice: Don’t wait for rates to drop more. If it makes sense for you to refinance now, do it.</p>
<p id="">“The closer you get to 0%, the harder it is for rates to push lower. It doesn’t mean they can’t. But it’s like blackjack: The closer you get to 21, the harder it is for you to get a card that will help you,” Walters said.</p>
<p id="">“It’s also likely that when [rates] spring forward, they can do so with gusto.”</p>
<p id="">It’s possible that rates could jump substantially, over just a few days, Green said. The climate could change so fast that people watching and waiting for rates to move lower could lose their chance altogether.</p>
<p id="">For those currently shopping for a home, the most recent rise in rates won’t likely have much of an effect on how much house you’d be able to get for your money, McBride said.</p>
<p id="">In fact, you’d be able to afford a much more expensive home today than you would have several years ago, according to Walters’s math. Or, for example, assuming a 35% home-price decline on a house that was once $400,000 and a drop in rates from 6% to 4%, a borrower might be able to buy the same house today for roughly half the monthly payment that they’d have signed up for several years ago, Walters said.</p>
<p id="">Of course, the prevailing trend is that people are more conservative, and would likely take the lower payment than the bigger house, McBride said.</p>
<p id="">“Even people who are taking the plunge [and buying a house], by and large, they’re not going hog wild in taking on debt. You can find instances where more affluent households are taking advantage to buy a bigger place. But I think that’s more of a limited instance,” he said.</p>
